Around 2200 hours on Halloween evening, heavy rains began to fall in the region and small stream flooding affected many areas around the region. Units from Carroll and Frederick Counties, including Boat 15 and Dive 15, were dispatched to Twin Arch Road and the railroad bridge for an occupied vehicle stranded in high water. Mount Airy units arrived to find a vehicle in high water with the occupant safety escorted out by the Mount Airy PD.
Units were then directed to check an exposed residence in the area, with Co, 15 units coming in from the Howard County side of the incident. The home was found to be vacant and units cleared as the water began to rapidly recede.
